A special ticket should have been distributed to everyone’s boxes, each ticket counts as a vote for your 4★ unit of choice. I am not sure if we get more than one so let’s assume that we only get one for now.

Choose the 4★ unit you want to get a breakthrough evolution and click the red button on the right to accept, this will then give you a copy of that unit!
